TWO:The foreign relations of England at this period were, on the whole, satisfactoryas might be expected from the fact that our foreign policy was committed to the able management of Lord Palmerston, who, while sympathising with oppressed nationalities, acted steadily upon the principle of non-intervention. Considering, however, the comparative smallness o our naval and military forces, the formidable military powers of Russia and France created a good deal of uneasiness, which the king expressed in one of his odd impromptu speeches at Windsor. On the 19th of February there was a debate in the House of Commons on Eastern affairs, in which the vast resources and aggressive policy Of Russia were placed in a strong light. On that occasion Lord Dudley Stuart said, "Russia has 50,000,000 subjects in Europe alone, exclusive of Asia; an army of 700,000 men, and a navy of eighty line-of-battle ships and frigates, guided by the energy of a Government of unmitigated despotism, at whose absolute and unlimited disposal stand persons and property of every description. Russia might at any moment insist on the exclusion of our ships of war from the Dardanellesnay, she has already done so; for when Lord Durham, going on his late embassy to the Court of St. Petersburg, arrived at the Dardanelles in a frigate, he was obliged to go on board the Pluto, an armed vessel without her guns, before he could pass the straits; and when he arrived at Sebastopol no salute was fired, and the excuse given was that they did not know the Pluto from a merchant vessel. But both before and since Lord Durham went, Russian ships of war, with their guns out and their streamers flying, passed through the Black Sea to the Dardanelles, and again through[412] the Dardanelles to the Black Sea. Russia has now fifteen ships of the line and seven frigates in the Black Sea. Sebastopol is only three days' sail from the Hellespont. Turkey has no force capable of resisting such an armament; the forts of the Hellespont are incapable of defence against a land force, for they are open in the rear. Russia might any day have 100,000 men in Constantinople before England or France could even fit out expeditions to defend it."But the Czarina, though mistress of Oczakoff, was far from the end of her designs. She contemplated nothing but the subjugation of the Turkish empire. For this purpose she determined to excite insurrection in all the tributary states of that empire. Her agents had excited the Montenegrins to an outbreak; they had prepared the Greeks for the same experiment, and the Mameluke Beys in Egypt. She determined to send a powerful fleet into the Mediterranean to co-operate with these insurgents, to seize on the island of Crete, to ravage the coasts of Thrace and Asia Minor, and to force the passage of the Dardanelles, or, if that were not practicable, to blockade them. Thus opening the communication between her forces in the Mediterranean and in the Black Sea, she considered that Turkey would lie helpless at her feet. TWO:Amid these angry feelings Admiral Byng was brought to trial. The court-martial was held at Plymouth. It commenced in December, 1756, and lasted the greater part of the month of January of the following year. After a long and[125] patient examination, the Court came to the decision that Byng had not done his utmost to defeat the French fleet or relieve the castle of St. Philip. The Court, however, sent to the Admiralty in London to know whether they were at liberty to mitigate the twelfth Article of War, which had been established by an Act of Parliament of the twenty-second year of the present reign, making neglect of duty as much deserving death as treason or cowardice. They were answered in the negative, and therefore they passed sentence on Byng to be shot on board such of his Majesty's ships of war and at such time as the Lords of the Admiralty should decide.

TWO:But Austria had not the prudence to guide herself by these considerations. Her ablest statesman, Metternich, and the ablest statesman of France, Talleyrand, had many private conferences with the Russian ambassador, Romanzoff, to endeavour to concert some scheme by which this war could be prevented, but in vain. Austria believed that the time for regaining her position in Germany, Italy, and the Tyrol, was come; and Talleyrand knew that Buonaparte would make no concession to avoid the threatened collision, because it would argue at once a decline of his power. All that he could do, he did, which was on his hasty return to Paris from Spain: he opened communications with Austria, intended to defer the declaration of war for a few months whilst he made his preparations. He had little fear of crushing Austria summarily. We’re big believers in doing right by our neighbors. After all, we grew up in the Twin Cities and we believe this place has much to offer. So we do what we can to support the community we love.

Over the past four years, we’ve provided more than $1 million in combined cash and pro bono support to Way to Grow, an early childhood education and nonprofit organization. Other community giving involvement throughout our agency history includes pro bono work for more than 13 organizations, direct giving, a scholarship program through the Minneapolis College of Art & Design, board memberships, and ongoing participation in the Keystone Club, which gives five percent of our company’s earnings back to the community each year.

ONE:Holland rose in exultation on the news of the overthrow of Buonaparte at Leipsic. His dominion over that country had been a bitter thraldom. Its sons had been dragged yearly, by conscription, to his great slaughter-houses called battle-fields in distant regions. Their trade had been crushed by his Continental system; their colonies seized by Great Britain; their mercantile sources thus dried upin fact, he had squeezed the wealth and the life out of Holland as out of a sponge, and hordes of French officials maintained an insolent dominance all over the country. At news of the Russian disasters, the Dutch had risen to throw off this hateful and ruinous yoke; but the French forces in Holland had then been sufficient to put them down, and to severely punish them for the attempt. But the necessities in Germany had nearly drained Holland of French troops, and they now rose once more joyfully at Amsterdam, on the 15th of November, and at the Hague on the 16th. They received the most prompt assurances of assistance from Great Britain. A man-of-war was immediately put at the service of the Prince of Orange, and after a nineteen years' exile he embarked on the 25th, and entered Amsterdam on the 1st of December as King of Holland, amid the most enthusiastic acclamations. An army of twenty-five thousand men was soon enrolled; the Allies were at hand; the French authorities fled, after laying hands on all the booty they could carry off; and with the exception of the fortress of[73] Bergen-op-Zoom, the country was speedily cleared of them.

To achieve real change, we have to expand boundaries. Because the Wild West of what-could-be is unexplored but rife with opportunity.



TWO:The impeachment of Oxford followed. On the 9th of July, 1715, Lord Coningsby, attended by many of the Commons, carried up to the Lords the articles against him, sixteen in number, to which afterwards six more were added. The first fifteen related to the Peace of Utrecht; the sixteenth to the sudden creation of twelve peers in 1711, in order to create a Tory majority, by which it charged him with highly abusing the constitution of Parliament and the laws of the kingdom. When the Articles had been read, it was doubted whether any of the charges amounted to high treason. To decide this as a legal point, it was moved that the judges should be consulted; but this motion was rejected, and another was made to commit Oxford to the Tower; and, though reprieved a few days on account of an indisposition, he was committed accordingly, having made a very solemn plea of his innocence, and of having only obeyed the orders of the queen, without at all convincing the House. He continued to lie in the Tower for two years before he was brought to trial, matters of higher public interest intervening. Eventually the impeachment was dropped, the documentary evidence being considered insufficient.

TWO:At the very moment that these negotiations on the part of Britain were going on, Buonaparte, who had been appointed to the command of the army of Italy, was achieving there victory after victory. Genoa had shut her ports against our ships, Naples had concluded peace with France, Spain had been induced to proclaim war against us, and Hoche had sailed for Ireland with twenty-five thousand troops. On the 19th of December Lord Malmesbury received a message to quit Paris within forty-eight hours, with the additional assurance, that whenever Great Britain was prepared to accept the terms of France, an ordinary courier would answer the same purpose as well as[451] a lord. The blame of continuing the war thus lay entirely with the French.By the Acts 6 and 7 William IV., c. 71, a Board of Commissioners, called the "Tithe Commissioners of England and Wales," was appointed, the object of which was to convert the tithes into a rent-charge, payable in money, but varying in amount according to the average price of corn for seven preceding years. The amount of the tithes was to be calculated on an average of the seven years preceding Christmas, 1835; and the quantity of grain thus ascertained was to remain for ever as the annual charge upon the parish. The annual money value was ascertained from the returns of the Comptroller of Corn, who published annually, in January, the average price of an Imperial bushel of wheat, barley, and oats, computed from the weekly averages of the corn returns during the seven preceding years. The Commissioners reported in 1851 that voluntary commutations had been commenced in 9,634 tithe districts; 7,070 agreements had been received, of which 6,778 had been confirmed; and 5,529 drafts of compulsory awards had been received, of which 5,260 had been confirmed. Thus in 12,038 tithe districts the rent charges had been finally established by confirmed agreements or confirmed awards.

FORE:Sir Henry Clinton had for some time been aware of the real destination of the united forces of Washington and Rochambeau. He must have seen that there was a determined resolve to crush, by the most powerful combination of American and French forces, the army in the south, and every exertion should have been made by him, with fleet and army, to release Cornwallis from his peril. But, instead of sending direct reinforcements to Cornwallis, and ordering the fleet to engage the enemy's attention, and, if possible, defeat De Grasse in the Chesapeake, he concocted a diversion in Connecticut with Arnold, which he fondly hoped would recall Washington. Sir Henry Clinton contemplated further expeditionsfirst against the Rhode Island fleet, and next against Philadelphia; but these never came off, and matters were now every day assuming such an aspect as should have stimulated him to some direct assistance to Cornwallis.

FORE:Out of these troubles arose a new state of things, a new era of peace and prosperity. Lord Durham saw that disaffection and disturbance had arisen from the animosity of race and religion, exasperated by favouritism in the Government, and the dispensation of patronage through "a family compact." He recommended a liberal, comprehensive, impartial, and unsectarian policy, with the union of the two provinces under one legislature, and this, after several failures, became law in 1840. It was a revolution quite unexpected by both parties. The disaffected French Catholics feared, as the consequence of their defeat, a rule of military repression; the British Protestants hoped for the firm establishment of their ascendency. Both were disappointedthe latter very painfully, when, notwithstanding their efforts and sacrifices for the maintenance of British power, they saw Papineau, the arch-traitor, whom they would have hanged, Attorney-General in the new Government. However, the wise government of Lord Sydenham soon reconciled them to the altered state of affairs. The new Constitution was proclaimed in Canada on the 10th of February, 1841; and the admirable manner in which it worked proved that Lord Durham, its author, was one of the greatest benefactors of the colony, though his want of tact had made his mission a failure.

FORE:The Attorney-General, Sir R. Gifford, was then called in, when he proceeded to state the case against the queen. He traced her Majesty's conduct from the time at which she left England, in 1814. Her suite consisted of Lady Charlotte Lindsay and Lady Elizabeth Forbes, and the Hon. Keppel Craven; Sir William Gell and a Mr. Fitzgerald as chamberlains, with Captain Hash as equerry; Dr. Holland as physician; and other persons, in various capacities. She went first to Brunswick, her native place, and thence to Milan, where she remained three weeks. There Bartolomeo Bergami was received into her service as a courier, having been a servant in a similar capacity to a General Picco. The princess went next to Rome, and thence to Naples, where she arrived on the 8th of November, 1814. Her adopted child, William Austin, then only six or seven years of age, to whom she was particularly attached, had been in the habit of sleeping in a bed in the same room with her, while, according to the domestic arrangements that had been adopted, Bergami slept, among other menial servants, at a distance. On the 9th of November, three weeks after his appointment, an apartment was assigned to Bergami near her own bedroom, and communicating with it by means of a corridor. The surprise occasioned by this alteration was increased when the princess directed that the child Austin should no longer sleep in her room. There was an air of hurry, agitation, and embarrassment about her manner which awakened suspicion, which was increased in the morning, according to the story of the witnesses, when they found that her own bed had not been occupied, and instead of summoning her female attendants at the usual time, she remained in the apartment of Bergami until a late hour. Her recent arrival at Naples naturally induced persons of consequence to pay their respects to her, but she was not accessible. The Attorney-General thought their lordships could[211] have no doubt that "this was the commencement of that most scandalous, degrading, and licentious intercourse which continued and increased." The natural effect of this was that Bergami assumed airs of importance, and became haughty and arrogant with the other servants. A few days afterwards the princess gave a masked ball to the person then filling the Neapolitan throne. She first appeared as a Neapolitan peasant, but soon retired to assume another character, taking the courier with her, for the purpose of changing her costume. She then came forth as the genius of history, in a dress, or rather want of dress, of a most indecent and disgusting kind. The Attorney-General referred to a number of facts of a similar kind to those already detailed; also to instances of indelicacy and indecency, in which the queen was said to have indulged in the presence of her attendants and of strangers. On the fourth day, after the conclusion of his address, he proceeded to call his witnesses, and for more than a month the House was occupied in hearing their evidence.

FORE:The fall of Robespierre produced a marked change in the policy of the Convention towards the Royalists of this district, and they were promised, on laying down their arms, that they[445] should enjoy their country and their religion in peace. On this assurance, Charette signed a treaty of pacification with the agents of the Government at Nantes, in February, 1795. The young General Hoche, who was sent to reduce the insurgents of Brittany, whilst Canclaux reduced those of La Vende, did not for a moment believe in the sincerity of the peace. He was aware that Puisaye, the chief of the insurgents in Brittany, was gone to England, to endeavour to induce Pitt to do what all the efforts and importunities of the Bourbon princes and Emigrant nobles had failed to doto send an expedition to the coast of Brittany, with another to the coast of La Vende, in which the British fleet should support the bodies of Emigrants who had, in England and the Channel Islands, formed themselves into regiments for the purpose. Aware of this, he still did all he could to reconcile the peasantry to the peace, and very soon they would have been pacified by this judicious treatment, and been averse from rising again, with a prospect of re-experiencing their former sufferings; but the Bourbon princes and the tribes of Emigrants now driven from the Rhine did not allow them that chance.GEORGE II. TWO:The employment of children in factories also occupied the attention of Parliament at this time. A Bill had been framed in 1833 with the most benevolent intentions for the protection of factory children. The law excluded from factory labour all children under nine years of age, except in silk factories, and prohibited those under thirteen from working more than thirteen hours any one day; the maximum in silk mills alone being ten hours. The provisions of the law were, however, evaded by fraud. Children were represented as being much older than they really were, and abuses prevailed that induced Lord Ashley to bring in a Bill upon the subject. Accordingly, on the 22nd of June the noble lord moved, by way of amendment to the order of the day, the second reading of his Bill for the Better Regulation of Factories. The order of the day was carried by a majority of 119 to 111. The Bill was therefore lost by a majority of eight. On the 20th of July Lord Ashley again brought the whole matter under the consideration of the House in a speech full of painful details, and concluded by moving a resolution to the effect that the House deeply regretted that the imperfect and ineffective law for the regulation of labour in factories had been suffered to continue so long without any amendment. He was answered by the usual arguments of the Manchester school about the evils of interfering with free contract. Lord John Russell argued that, in the present condition of the manufacturing world, we could not, with restricted hours of labour, compete with other nations. A ten hours' Bill would drive the manufacturers abroad; and it would no longer be a question as to an hour or two more or less work to be performed by the children, but as to how their starvation was to be averted. On a division, the motion was lost by a majority of 121 to 106. On[455] the 16th of August the Queen proceeded to Westminster for the purpose of proroguing Parliament.

He said that, "to the uncommon strength of the country, the enemy had added, for the defence of the river, a great number of floating batteries and boats; that the vigilance of the Indians had prevented their effecting anything by surprise; that he had had a choice of difficulties, and felt at a loss how to proceed; and he concluded with the remark, that his constitution was entirely ruined, without the consolation of having done any considerable service to the State, or without any prospect of it."

ONE:In the House of Lords the comments on the Ministerial measures were characterised by much bitterness, both against the Government and the League; and the Duke of Richmond asked why Mr. Cobden was not created a peer, and placed on the Treasury Bench in the House of Lords? In the Commons the excitement among the Protectionist party was no less manifest; but the crowded House waited impatiently for the Minister's explanations. Lord Francis Egerton moved the Address, giving the key-note of the Ministerial plans by declaring that his own opinions on the Corn Laws had undergone a complete alteration, and imploring the House to come to "a full, satisfactory, and final settlement of the question." Mr. Beckett Denison, who seconded the motion, declared that experience had "driven" him to the same conclusion.

ONE:Trautmansdorff now hastened to conciliate in earnest. He issued two-and-twenty separate proclamations, made all kinds of fair promises, restored the arms of the citizens, and liberated the imprisoned patriots. But it was too late. The insurgents, under Van der Mersch, were fast advancing towards Brussels, and Dalton marched out to meet them; but he was confounded by the appearance of their numbers, and entered into an armistice of ten days. But this did not stop the progress of insurrection in Brussels. There the people rose, and resolved to open the gates to their compatriots. Women and children tore up the palisades, and levelled the entrenchments. The population assumed the national cockade, and the streets resounded with cries of "Long live the Patriots!" "Long live Van der Noot!" Dalton retreated into Brussels, but found no security there. The soldiers began to desert. The people attacked those who stood to their colours, and Dalton was glad to secure his retreat by a capitulation. In a few days the insurgents from Breda entered, Trautmansdorff having withdrawn at their approach, and the new federal union of the Netherlands was completely established. The State of Luxembourg was the only one remaining to Joseph, and thither Dalton retired with his forces, five thousand in number.Though there had appeared a lull in American affairs for some time, any one who was observant might have seen that all the old enmities were still working in the colonial mind, and that it would require little irritation to call them forth in even an aggravated form. Lord Hillsborough was no longer Governor, but William Legge, Lord Dartmouth. He was a man of high reputation for uprightness and candour; Richardson said that he would be the perfect ideal of his Sir Charles Grandison, if he were not a Methodist; and the poet Cowper, not objecting to his Methodism, described him as "one who wears a coronet and prays." But Lord Dartmouth, with all his superiority of temper and his piety, could not prevent the then stone-blind Cabinet and infatuated king from accomplishing the independence of America.



FORE:Ministers were soon compelled to pursue the policy which Pitt had so successfully inaugurated. With all the determination of Lord Bute and his colleagues to make a speedy peace, they found it impossible. The Family Compact between France and Spain was already signed; and in various quarters of the world Pitt's plans were so far in progress that they must go on. In East and West, his plans for the conquest of Havana, of the Philippine Isles, and for other objects, were not to be abruptly abandoned; and Ministers were compelled to carry out his objects, in many particulars, in spite of themselves. And now the unpleasant truth was forced on the attention of Ministers, that the war which Pitt declared to be inevitable was so, and that he had recommended the only wise measure. The country was now destined to pay the penalty of their folly and stupidity in rejecting Pitt's proposal to declare war against Spain at once, and strip her of the means of offence, her treasure ships. Lord Bristol, our ambassador at Madrid, announced to Lord Bute, in a despatch of the 2nd of November, that these ships had arrived, and that all the wealth which Spain expected from her American colonies for the next year was safe at home. And he had to add that with this, Wall, the Minister, had thrown off the mask, and had assumed the most haughty and insolent language towards Great Britain. This was a confession on the part of Lord Bristol that he had suffered Wall to throw dust in his eyes till his object was accomplished, and it made patent the fact that Pitt had been too sagacious to be deceived; but that the new Ministers, whilst insulting Pitt and forcing him to resign, had been themselves completely duped. Spain now, in the most peremptory terms, demanded redress for all her grievances; and, before the year had closed, the Bute Cabinet was compelled to recall Lord Bristol from Madrid, and to order Fuentes, the Spanish ambassador in London, to quit the kingdom. On the 4th of January, 1762, declaration of war was issued against Spain. Neither king nor Ministers, seeing the wisdom of Pitt's policy and the folly of their own, were prevented from committing another such absurdity. They abandoned Frederick of Prussia at his greatest need. They refused to vote his usual subsidy. By this execrable proceedingfor we not only abandoned Frederick, but made overtures to Austria, with which he was engaged in a mortal strugglewe thus threw him into the arms and close alliance of Russia, and were, by this, the indirect means of that guilty confederation by which Poland was afterwards rent in pieces by these powers. On the 5th of January, 1762, died the Czarina Elizabeth. She was succeeded by her nephew, the Duke of Holstein, under the title of Peter III. Peter was an enthusiastic admirer of the Prussian king; he was extravagant and incessant in his praises of him. He accepted the commission of a colonel in the Prussian service, wore its uniform, and was bent on clothing his own troops in it. It was clear that he was not quite sane, for he immediately recalled the Russian army which was acting against Frederick, hastened to make peace with him, and offered to restore all that had been won from him in the war, even to Prussia proper, which the Russians had possession of. His example was eagerly seized upon by Sweden, which was tired of the war. Both Russia and Sweden signed treaties of peace with Frederick in May, and Peter went farther: he dispatched an army into Silesia, where it had so lately been fighting against him, to fight against Austria. Elated by this extraordinary turn of affairs, the Prussian ambassador renewed his applications for money, urging that, now Russia had joined Frederick, it would be easy to subdue Austria and terminate the war. This was an opportunity for Bute to retrace with credit his steps; but he argued, on the contrary, that, having the aid of Russia, Frederick did not want that of England; and he[173] is even accused of endeavouring to persuade Russia to continue its hostilities against Prussia; and thus he totally alienated a power which might have hereafter rendered us essential service, without gaining a single point. The Duke of Newcastle, man of mediocre merit as he was, saw farther than Bute into the disgraceful nature of thus abandoning a powerful ally at an extremity, as well as the impolicy of converting such a man into a mortal enemy; and, finding all remonstrances vain, resigned. Bute was glad to be rid of him; and Newcastle, finding both his remonstrance and resignation taken very coolly, had the meanness to seek to regain a situation in the Cabinet, but without effect, and threw himself into the Opposition.

TWO:Buonaparte determined to overwhelm both Spanish and British by numbers. He had poured above a hundred thousand men across the Pyrenees, and had supplied their places in France by two enormous conscriptions of eighty thousand men each. He now followed them with the rapidity of lightning. From Bayonne to Vittoria he made the journey on horseback in two days. He was already at Vittoria a week before the British army, under Sir John Moore, had commenced its march from Lisbon. It was his aim to destroy the Spanish armies before the British could come upand he accomplished it. The Spanish generals had no concert between themselves, yet they had all been advancing northward to attack the French on different parts of the Ebro, or in the country beyond it. It was the first object of Napoleon to annihilate the army of Blake, which occupied the right of the French army in the provinces of Biscay and Guipuzcoa. Blake was attacked by General Lefebvre on the last of October, on ground very favourable to the Spaniards, being mountainous, and thus not allowing the French to use much artillery; but, after a short fight of three hours, he was compelled to fall back, and for nine days he continued his retreat through the rugged mountains of Biscay, with his army suffering incredibly from cold, hunger, drenching rains, and fatigue. There was said to be scarcely a shoe or a greatcoat in the whole force. Having reached Espinosa de los Monteros, he hoped to rest and recruit his troops, but Lefebvre was upon him, and he was again defeated. He next made for Reynosa, a strong position, where he hoped to recollect his scattered army; but there he received the news of the[567] defeat of Belvedere, from whom he hoped for support. The French were again upon and surrounding him, and he was compelled to order his army to save themselves by dispersing amongst the mountains of Asturias, whilst himself and some of his officers escaped, and got on board a British vessel.

He possessed the satirical strength of Churchill with a more gentle and Christian spirit. In Cowper broke forth the strongest, clearest sense that had distinguished any writer in prose or verse for generations. He painted nature like a lover, but with the truth of a great artist, and he flagellated the vices of society in the very highest quarters with unshrinking boldness; at the same time, with equal intrepidity, he advanced the assertions of a perfect faith in the religion of the Gospel, in the face of the hardest scepticism of the age.

I am, and this Bill is, for a predominant church, and I would not, even in appearance, meddle with the laws which secure that predominance to the Church of England. What is the state of the Protestant Dissenters? It is that they labour under no practical grievances on account of this difference with the Established Church; that they sit with us in this House, and share our counsels; that they are admissible into the highest offices of State, and often hold them. Such is the operation of the Test and Corporation Acts, as mitigated by the Annual Indemnity Act; this much, and no more, I contend, the Catholics should enjoy." With regard to Scotland Mr. Peel appealed to the facts that from that country there was not one solitary petition; that there was not any military or naval office or command from which Scotsmen were shut out; that, so far from being excluded from the higher offices of Government, out of the fourteen members who composed the Cabinet, threeLord Aberdeen, Lord Melville, and Mr. Grantwere Scotsmen and good Presbyterians. Even in England the shutting out, he said, was merely nominal. A Protestant Dissenter had been Lord Mayor of London the year before. The Acts had practically gone into desuetude, and the existing law gave merely a nominal preponderance to the Established Church, which it was admitted on all hands it should possess.

The murderer escaped. This event deserves special mention, because it was, during the year, the subject of frequent reference in Parliament. There was a meeting of magistrates at Tullamore, at which Lord Oxmantown presided, at which the Earl of Charleville took occasion to animadvert very strongly upon an expression in a letter, in answer to a memorial lately presented by the magistrates of Tipperary, in which Mr. Drummond, the Under-Secretary, uttered the celebrated maxim, that "property had its duties as well as its rights." This, in the circumstances of the country, he felt to be little less than a deliberate and unfeeling insult. He did not hesitate to say that the employment of those terms had given a fresh impulse to feelings which had found their legitimate issue in the late assassination. In the course of the meeting resolutions were proposed and carried to the following effect:"That the answer to the Tipperary magistrates by Mr. Under-Secretary Drummond has had the effect of increasing the animosities entertained against the[459] owners of the soil, and has emboldened the disturbers of the public peace. THREE:The spirit of gambling thus set going by Government itself soon surpassed all bounds, and burst forth in a thousand shapes. It was well known that the king, his mistresses, his courtiers, his son and heir apparent, were all dabbling busily in the muddy waters of this huge pool of trickery and corruption. A thousand other schemes were invented and made public to draw in fresh gudgeons, and the Prince of Wales allowed his name to stand as governor of a Welsh Copper Company. All ranks and classes rushed to Change Alleydukes, lords, country squires, bishops, clergy (both Established and Dissenting), were mixed up with stockjobbers and brokers in eager traffic. Ladies of all ranks mingled in the throng, struggling through the press and straining their voices to be heard amid the hubbub. There and all over the kingdom were advertised and hawked about the following and other schemes:Wrecks to be fished for on the Irish coast; plans for making of oil from sunflower seeds; for extracting of silver from lead; for the transmuting of quicksilver into a malleable and fine metal; for importing a number of large jackasses from Spain; for a wheel for perpetual motion; and, finally, for an undertaking which shall in due time be revealed!In the south-east of Spain the motley army of British and Sicilians had done sufficient to keep the attention of Suchet engaged, so that he could not quit that post to follow and assist Soult against the main British army. Lord Wellington had instructed Sir George Murray to embark his troops at Alicante, and, sailing to Tarragona, endeavour to make himself master of it; if he found the French too strong in that quarter to enable him to effect his purpose, he was to re-embark, return to Valencia, and then attack the French lines on the Xucar before Suchet could make the long march which would be necessary to support them. Murray had had his army weakened by the withdrawal of two thousand troops by Lord William Bentinck, very unnecessarily, to Sicily; but he undertook these man?uvres, and might have succeeded in capturing Tarragona, but, alarmed at a rumour of Suchet and General Mathieu having combined their forces, and being in march against him, he abandoned the place panic-stricken, and, in spite of the indignant remonstrances of Admiral Hallowell, embarked his troops in the utmost precipitation. Lord William Bentinck arrived on the 17th of June, immediately after the embarkation, but not in time to save nineteen pieces of artillery, which Murray had abandoned in the trenches. Lord Bentinck battered down Fort Balaguer, and then sailed away to Alicante, leaving the Spanish general exposed to the enemy, but he saved himself by escaping into the mountains. For this conduct, Sir George Murray on his return to England was tried by court-martial, and gently reprimanded, but nothing more.

THREE:Lord Lovat was the last who was brought to the block for this rebellion, and we will conclude our account of it with his trial and execution, though they did not take place till March, 1747. Lovat had not appeared in arms, nor committed any overt act, and therefore it was difficult to[110] convict him. The cunning old sycophant hoped to elude the law, as he had done so often before, but Murray of Broughton, the brother of Murray, afterwards Lord Mansfield, to save his own life, turned king's evidence, and won eternal infamy by sacrificing his own friends. He not only produced letters and other documents which amply proved the guilt of Lovat, but threw broad daylight on the whole plan and progress of the insurrection from 1740 onwards. The conduct of Lovat on his trial was as extraordinary as his life had been. He alternately endeavoured to excite compassion, especially that of Cumberlandwho attended this, though he avoided the trials of the other insurgentsby representing how he had carried his Royal Highness in his arms about Kensington and Hampton Court Parks as a child, and then by the most amusing jests, laughter, execrations, and tricks, to puzzle or confuse the witnesses.

"Up to this moment," he said, "I have been left entirely in ignorance, not only as to your intentions with regard to this country, but also as to your sentiments regarding my policy. He denied that the Government had lost its power, that the Association had usurped its functions, or that the laws were set at defiance. He asserted, on the contrary, that the law was in full vigour; and if it authorised, or expediency demanded, the suppression of the Catholic Association and of the Brunswick Clubs, and the disarming of the yeomanry at the same time, he would undertake to effect it almost without the loss of a life. But he did not think such a course expedient, and he deprecated the teasing system of attacking every minor offence, of which the issue upon trial would be doubtful, and which would produce irritation without effecting a salutary lesson and permanent good. He had no object, he said, in holding his post but that of pleasing his king and serving his country; and if, in his zealous and unwearied efforts to effect the latter object, he had incurred the displeasure of the king and lost his Majesty's confidence, he ought not to remain in Ireland. He was therefore ready to depart whenever they found it convenient to recall him. The Duke became testy under this resistance and antagonism. In replying to the last letter he becomes more personal in his accusations. "I might," said the Premier, "at an earlier period have expressed the pain I felt at the attendance of gentlemen of your household, and even of your family, at the Roman Catholic Association. I could not but feel that such attendance must expose your Government to misconstruction. I was silent because it was painful to mention such things; but I have always felt that if these impressions upon the king's mind should remainand I must say that recent transactions have given fresh cause for themI could not avoid mentioning them to you in a private communication, and to let you know the embarrassment which they occasion."
As for Wilkes, he counselled them earnestly to introduce a paragraph into their Address to the king, stating their conviction that the chief discontents of the nation arose from the violation of the rights of representation in his expulsion from the Commons. "I am," said the eloquent earl, "neither moved by his private vices nor by his public merits. In his person, though he were the worst of men, I contend for the safety and security of the best; and God forbid that there should be a power in this country of measuring the civil rights of the subject by his moral character, or by any other rule than the fixed laws of the land."
